He has eliminated opposition through corruption purges, lifted presidential term limits, overseen the most sweeping control over media and society since Mao and harnessed technology to create the world’s most imposing surveillance state. More ominously, Xi has consolidated power. His signature plans have been ox-like: the “ Made in China 2025” plan to dominate core technologies and industries, the “ Belt and Road Initiative” to create a new sphere of economic and geopolitical influence in Central Asia, and the “ Strike Hard” Campaign to round up and re-educate Muslims in the name of combatting terrorism. Xi has largely abandoned that low-key strategy since he came to power in 2013. From the 1980s through the 2000s, China followed a very-successful mantra to “hide your strength, bide your time” and quietly built its economy while taking a back seat to the U.S. Forty years of reform and double-digit economic growth has propelled China from poverty to the world’s second largest economy. In parallel, President Xi Jinping has invoked the “ China Dream” to revitalize the nation.
